Tools to identify “points of growth” entrepreneurship in a region

The article is devoted to the impact assessment of the administrative regulation on the development of private enterprises, particularly small and medium-sized businesses. In particular, separate aspects of the negative impact of excessive government (municipal) regulation on the quality of business development in the region. Considerable attention is paid to the justification of the need to reduce the administrative burden on business as factors contribute to the output of business structures of the “shadow,” which will give further impetus to the development of small and medium-sized businesses in the region.
